Create a Docker image with SUMO

For an optimized simuation of the SWM use cases, the SUMO simulation is distributed over a large number of threads via Docker. Our code is located on github and a Docker image is created via this Dockerfile and Github Action, which can then be distributed to any number of Docker instances. The data obtained from the simulation are saved and can be visualized afterwards with Grafana.
